u cant bypass changing it to access to AH faster and some people love to change their only unpeaceful to capital right before they get sieged even tho its not their original capital

This is a non existant issue, no one changes capital because king will get changed. For the siege part, you could add that every peaceful town gets occupied if you win a capital siege (justifying the price).
