I propose different time-out penalties for town leavers based on server rank. This is primarily to avoid the undeniable abuse of unlimited range teleports that is rampant on CCNet.
In my opinion it should not be possible to use towns as a free infinite range teleport with a small cooldown, especially considering siege sessions have enough time between them to switch towns.
CCNet is a **geo**political server and the abuse of town teleports defeats the entire purpose of that. I should not be able to teleport 30.000 blocks away and be able to get back in my home town when a battle session ends. Continents, or distance may as well not exist at this point.
Example: Nobles and above could have a 1 day cooldown. They are typically players who have already settled in a town or started their own. The usual reason high ranked players switch towns is to abuse infinite range teleports.
Sidenote: If novices can't participate in sieges I think they should have very short cooldowns. CCNet admins should decide on the cooldown period, I'm only giving an example.
