Add IFV usage inside peaceful PvP-enabled towns Back

When fighting infantry its very common to go inside peaceful but pvp-enabled towns (in siege zones). I'd like to use IFV against those people even inside those towns, because as sword/gun pvp is enabled movecraft should too. Plus it also gets really messy some times with the "near claims" thing (see china siege, a lot of peaceful towns near + funny terrain making it impossible to use an IFV 80% of the time)

For a second I thought you meant IFVs being able to fire while in claims. But then I realised u meant IFVs being able to fire TO ppl in claims with pvp on. Hell yeah I agree. How the hell would that be coded without also messing with peaceful towns though

it's just pvp on berry, zaify probably already has a switch to this feature
