The attacking nation(s) already gets to have a 2-3 week occupation/vassalization of the nation and place banner originally, so why do you think you need the benefit of placing banner and suppressing over and over again. It seems more balanced that after dealing witha long vassalization and occupation period, the defending nation should get the ball in their court. You are asking for a permanent attacker advantage.

Also try to make a suggestion that doesn't immediately benefit yourself in the near future
