I'm not sure if this is a bug or just isn't a feature but chests should get unlocked in fallen towns because if not someone might travel to those towns and just not get anything because of locked chests

Locked Blocks which include Chests are only cleared when a town has fully fallen, aka, when it's deleted. Ruin Towns can still be reclaimed hence the reason why Locked Blocks are still active (despite being able to build and destroy the terrain around).
Also the use of TNT to blow up Locked Chest is considered an Exploit of the Plugins confirmed by several staff.

Haven't gone to another fallen town in a while, but I found out that if you insist on opening a locked chest it ends un opening (only fallen towns, won't happen in claimed land). I found it weird, but I thought was an addon to fallen towns
