My previous suggestion (https://ccnetmc.com/suggestions/view/134-killing-people-should-not-be-bannable-for-harassment-/) talked about one of these topics but I've come to realize it was very poorly worded, but not so as much as the rules, as I will demonstrate to you.
There are two rules which cause a lot of confusion on the server. The first is the "insiding" rule. The second is the "harassment" rule when it is applied to killing people on Nations. In my opinion, both rules restrict player freedom and are not suitable at all for Nations.
Firstly, I will talk about the "insiding" rule. At a glance, it seems very reasonable.

The addition to Nations rule 1.1: "however, even during wars, you can't abuse permissions you have in a town to grief or steal from it"
If you're changing perms in a town to let others grief it during war, for example, that's already covered by Global rule 10.
Okay, but why bother? For one, it's another rule that people have to learn and memorize, and it's completely unnecessary if you just add a few words to one existing rule. Secondly, lots of people read see the word "insiding" and assume that it means you can't "betray" or act against your NATION, even though the whole thing is about griefing and theft in TOWNS. People are even saying doing a coup in your nation while it's at war is "insiding" even though it's a -game mechanic-. These people are going to get angry and accuse staff of bias if something like that happens and nobody is punished.
Eliminate this source of confusion and be done with it. It's so simple.
Secondly, I want to talk about the Global rule 4.1, which is about harassment, again.
"Real-life threats, persistent personal insults, predatory behaviour and other forms of behaviour that may make other players feel uncomfortable is not tolerated."
That's the rule. It's cool, right? Except people are getting harassment bans on Nations for killing people outside peaceful towns. That's right: people are getting banned for PvPing people on a PvP centric server. This is the height of absurdity and it demeans the entire rule which should only be applied to serious situations.
You might think that killing peaceful town players is immoral, or unfair, or a waste of time. That's why nations exist: to offer protection to those who need it. If a nation is unwilling to protect a member, then the member should leave the nation. Few of the targeted killings on Nations are just for the sake of it. Enjoyment is one part of it, but the main motivation is causing insecurity and trouble in a nation. For example, Gqldn massacres people from Celle and Denmark because they are part of Nordic Empire and he wants them to leave it. hurdsell got banned for targeting Hoon_Dawg who defected from Nordic Empire to Rome, gave them information and participated in wars against Nordic.
I want to stress again, I hate it when people do this, even if they're from my own nation. However, this is part of ingame politics and staff must stay out of it. Nobody actually thinks this is harassment, they just want to get their enemies banned. We even have a word for it now, we call it "strike wars" because the goal is to get people banned before major wars, and finally permbanned. Nobody respects or commends staff for enforcing the rule like this. Most people think it is a joke or biased, but these same people will exploit anything if it will give them an advantage. If you don't want to die like this, there's something called diplomacy, and if you don't want to die at all, there is a server next to Nations on the hub compass, it is called Towny.
