Say this is implemented with a smaller range than carriers, it would make planes a lot more viable and useful in sieges.

It would not upset naval greatly due to limited and static range, and AA is way to powerful to allow a plane even close.

Secondly:
It would create demand for AA Trucks, with trucks being armoured this is legitimately a good thing.

This is a sensible suggestion.
