Snow Sticking Back

Although it applies to the realism of the game please stop the snow from sticking since it worsenes the aesthethic of some northern towns. If not fully disabling it please add a towny command to stop it. This feature makes the towns in the northern hemisphere almost impossible to maintain.

At least add so i can disable snow sticking like fire or explosions
