I made a suggestion on this before, where I wasn't sure how to fix the problem. Here I'll clear it out.

So excelsior doesn't have too many custom features to make the time after the 6 months non stop grind worth it. It should have some custom abilities. We agreed on it, that it shouldn't be the same as Supporter rank, so here are the ideas, me and others have collected in the comments, and of course, not all of these have to be implemented:

1. Queue priority, coming after Staff and Supporter, but before lower rank people. (This could work, like every nations rank has a different priority too)

2. [/ec] to use a small, different enderchest. Like it would only have 18 slots, or just 9 instead of normal 27.

3. Create posing armor stands. [/armorstand pose 1/2/3/4/...] or [/as pose 1/2/3/4/...] to make an already crafted and placed armor stand change pose, which are only available in bedrock vanilla

4. Toggle item drop for items individually, not just full hotbar [/toggleitemdrops slot 1/2/3/4/5/6/7/8/9] where the number is the hotbar location

5. Lower [/near] cooldown. And maybe not just excelsior, for every rank above Viceroy: Viceroy 60sec, Duke 50sec, Archduke 40sec, Excelsior and Supporter 30sec

6. [/anvil] I think I don't need to explain how this works.

7. Maybe add the [/relore] and [/rename] commands to excelsior

So these are the ideas we collected in my previous suggestion. A lot of people agreed with most of them, and with the main idea to buff excelsior. I hope it will be implemented.
