you can have client side mods that let you do this, feather client has a built in feature for this too

Yeah, but I'd also argue that servers like ccnet - although relying on mods for some features and an all round better experience - still have tons of vanilla users that maybe don't know how to mod/don't want to do so. It would be convenient for them and others for it to be baked in so that we don't need to install yet another mod. Those that already have this feature are in the minority if usual server statistics are to be trusted.

To be fair this hurts no one it being locked for only higher ranks, people use clients anyway to change it might aswell fully integrate it for all players.
