There are two reasons why the previous coup system (similar to what you described) was removed

1. All nations were using "NPC" kings, which were just people they trusted fully or knew in real life that didn't play nations. This was for the sake of never getting couped
2. Big nations were completely taken over by 1 single pvper, at one point people were getting to lazy to actually siege nations, instead they would just get a guy to coup another nation, which is not the purpose of the feature.

Situations change and the old coup system we had is not built for todays playerbase

Back then when things like this happened, it was for the good of their nation (changing political direction/allyship) Japan was a prime example of a coup that worked and didn't cause a mass exodus. (there were negative cases, but those were manageable)

today? With how competitive and "toxic" people have been, nations would be drained for every last dollar and resources before being forcefully subjugated and rendered "useless"

It would allow nations to fragment better and more when they need to instead of begrudgingly staying
