Make it so occupied towns (not forts) can have the opportunity to revolt form occupiers, this I think personally would be a great way to implement pvp regions without implementing pvp regions. Basically how it works is that there is one session, for 40 minutes, it works like a naval siege you need to be inside a town's claim to cap, and you must be above or below a certain y level to prevent people just hiding. The siege only allows pvp and guns with no movecraft at all. Revolt can happen on Thursday and Friday. Only the town's militia and their nation can participate (no need loyalties) vs the occupiers (ONLY THE OCCUPIERS WITH SOLDIER RANK but no need for loyalties).
