So this is one very specific issue:
You want to claim some wilderness around your town to stop the terrain from ending up filled with pillars and generally "used up" but being a non-peaceful town
means that you should not claim that far from your walls because then it is very hard to defend the siege chunk if it is not in the reach of fortification cannons.
A simple fix, if possible would be to :
Make wilds plots count as literal wilderness for the purposes of planting a siege banner
Make armored blocks destroyable in wild plots, to avoid people abusing this to become completely unsiegeable (lmao)
Force all perms for everyone to ON in wilds plots once the town is besieged, just so it does not affect the meta and force people
to claim all around their town to gain an advantage during a siege.
So basically nothing gets changed except that nobody can grief the terrain around your town unless there is a siege, so no more "curious" pillars from players trying to look over walls and those weird and unnecessary block trails from players just running around and placing blocks(idk why people even do that).
Also this allows for creation of farmland and "hamlets" around the main fortification that are just made with unarmored blocks, like nice little wheat farms, wooden docks and windmills or roads.
