If there are no sieges, then upkeep shouldn't be enabled - iirc it was like this either 2021 or 2022 Christmas as well. This way it stops occupiers from getting occupation money without the towns being able to revolt, stops people from having to grind during the holidays and lets everyone spend more time with their families instead
