I think it would be a good idea to implement either of this two options listed below. For those living in areas that snow, snow accumulation on movecraft vehicles makes them immobile until the snow is removed (Ship is over allowed number of blocks for the class)

Option A: Disable snow accumulation within claimed land

Option B: allow for a /T toggle weather command to stop accumulation if the mayor wishes.
