I don't think there's an easy way to produce soul soil without just digging it, maybe I've missed something.

The composter sf machine turns 2 sand into 1 soul sand, so I think that it should be able to turn 2 dirt into 1 soul soil as well. I am too lazy to dig stacks of soul soil to farm runes with.
