Since the diplomatic points is a problem that hurt and help at the same time, I might have a solution that help new nation to have a bit of interaction with other nations that are already using their diplomatic points, and all of that without even being allies :
We could do a non aggression pact that costs 5 dp for the 2 nation that do the pact, and costs like 10 or 15 dp to break, the diplomatic points costed to break the pact will be refunded only like 3 days later or a week (or even less or more time). When active the non aggression pact makes you can't siege each others.

Except as an investment into that nation so in the future if they grow large they will ally you

Yeah but still good to try, I see nations sometimes with 5 dp, good investment for a non agression pact rather than just wait decades to get more dp, and even if no big nation use that which I doubt it's a good feature for ccnet's politics and diplomacy.

Also guys they can add as well Diplomatic reputation, like you loose reputation for attacking neutrals, with enemies u dont loose and betraying allys turns it on 0, if u get empty of it u get less diplo points, and it refills depends 25 per week and middle is 50 and max 100 also with max u earn more diplo points.
