Just make it proportional to activity and sinks.
Apply this to every region, it doesn't make sense regions like the Atlantic which see mass ships should be rewarded equal or near equal payout to regions that see less.

If each region is proportional, larger battles with larger stakes put more money on the table with smaller ones.
This could have a minimum of a week being 5-15k.

Illyt, that is an excellent idea. Only issue is that it can be weaponized in that a nation could simply not siege at all to minimize their rival's income.

Thats like fine, you really shouldnt be getting money for doing no work... that being said the minimum would be high enough to make it important to cut it off. I just don't see why regions should make so much money,
The primary motivation of people to attend is fun...
But it makes no sense for several reasons the current system.

Back then the 23k was justified, you had 10 dreadnoughts vs 10 dreadnoughts weekly that's like 90k tonnage per side.
now fleets usually consist of destroyers with maybe 2 dreads so the size is maybe a quarter tonnage, all regions shouldn't really earn 23k...

But then again the proportionality element would pretty much resolve every issue
