Towny suggestions go to the TownyAdvanced github as our devs don't code that. However, I doubt the Towny devs would accept this feature because outlaws were meant to be used along with the jail system on specific people. If you want, there's nothing stopping you from adding a whole town's residents as outlaws in your town, as this was never a common enough feature to warrant a command on top of what I mentioned above.
