if your outlawed in a town there's not much that you can do to stop yourself being trapped and gun spammed aside from not going to that town (duh how obvious ik let me get to my point) instead of only being able to kill the sheriff or mayor when attacked first (someone else initiating combat on the outlaw) give the outlaws the ability to attack the sheriffs or mayors first. ik this seems like a cope (it is the cultists kill me by blocking me and gun spamming me and its annoying), anyway this can also have a negative like giving the outlaw a red glow when entering the claim which then gives the sheriffs and others time to prep or hide from the outlaw.
tldr: make outlaws more dangerous so people stop abusing outlaw to trap people and the outlaws can fight back.
