cannons can be fired from unpeaceful towns with explosions off when there are no sieges
ie, there is no way to destroy them
this should be removed - how is it fair to have invincible cannons that you cant get rid of? disable firing cannons in all claims apart from when theres a siege session

I love firing cannons when there isnt a siege even for fun or to troll friends lol bad suggestion + very rarely do said cannons ever get utilized there's been only one case I remember in 2021 in a random island in pacific where someone used a turret from unpeaceful town outside of sieges
