As you know the netherite axe crafting recipe is currently disabled on nation due to utilization in combat. However players who made netherite axes before they were disabled still have them preventing newer players from crafting them. I believe a fair way to keep netherite axes would be to do exactly what was done with netherite armor in the first place, simply reduce it to diamond level damage whilst keeping the durability at netherite.
