I think there is a middle ground and it cannot hurt to try a test but with pots, it keeps people happy you get gun tactics and stuff with pots so the fight keeps going instead of people constantly running.

Wouldn't health pots make things worse?
If you run and burn both your healing items currently, you will die unless you've specialised into bullet protection.
meanwhile a full inv of health means they will get away and you won't get that kill, no matter what they've spec'd their armour for
