My suggestion is when occupying towns, civilians can engage in guerilla warfare. This would not be the usual few our seige. This would be sustained. For a week citizens of the occupied town would be able to fight and reclaim their home town. They would get points for doing things and upon getting enough points they get there hometown. Things such as sinking ships or killing people from the nation occupying them or people from allied nations. Upon winning the fight for there hometown they can expand. Towns they “expand to” function the same. Main differences are firstly by stamping out guerrilla fighters the nation receives money and increase in nation wide rescources. The town can be broken by fighters and the nation occupying and has looser greifing rules. Cannons work from inside the town. Upon “expanding” to the ex capital they win and the nation is partially restored on a case by case basis. Citizens not wanting to fight don’t have to and occupiers will gain slight nation wide debuffs for killing non fighters.

Beni fits both sides, occupiers get nation wide buffs and rebels can retake whenever they want not having to deal with log ons
Log ons don’t work because it lasts for a week. 24 hours a day for a week but you don’t have to fight the whole time.

Harder to prepare for
Can be tiring and costly
Towns may be damaged as a result (as it would be irl)
