Add the Spotter from Conquest war to Nations Back

The Spotter was a role with howitzers where you would aim a spyglass and it would /targetassist all connected howitzers to that block. With the current system of 240mm cannons being a more effective long range cannon due to not needing gunpowder; I think giving the howitzers this benefit will bring them back into use in nations. Furthermore with this change I believe shrapnel shells should have a slight damage buff because of the cost of gunpowder to how much damage they currently do is an abysmal ratio. The HE Shell does more player damage and isn't even meant to be an anti personnel round.

I did bring this up with Zaify, and have a brief conversation with him about it. I too was interested in getting this into nations, unfortunately it would be widely overpowered.. You can still pinpoint with howitzers as is and shrapnel covers a vast area. Maybe there could be a testing period or possible drawbacks to using a spotter(can spot once every 30 seconds,1 minute, or other cons).
