Currently the lowest nation rank that can deposit in towns is assistant, but assistants also have perms to unally and add enemies. If someone wants to help out their nation by upkeeping towns, the lowest ranks for that are assistant (which runs the risk of them messing up your alliances), or treasurer (which runs the risk of them stealing all of your money).
