In real life, cargo ships and armed merchantmen during the First and Second World Wars were capable of some pretty high speeds, although their cruising speed was quite low. This is because they were able to stoke their engines for temporary speed boosts when threatened by enemy U-boats or warships.
I propose something similar for cargo ships and armed merchantmen as well. It would be activated by a remote tool or a command (something like /boost) that pushed the ship's top speed up by 0.8-2 m/s for 30-90 seconds (possibly even increasing the cargo vessels' jump-speed) with a 120-240 second cooldown.
This would mainly be used in the event that the cargo vessel detects a threat on their craftlist and can activate the boost in an attempt to get away. It's not enough to save it if a destroyer or corvette is chasing it in the middle of a large stretch of ocean, but possibly enough to save the cargo vessel from cruisers or get it into port a bit more quickly should it already be close to land.
I believe something like this would further encourage cargo transport via movecraft.
