Suggestion-
When explosive is off on a pickaxe, 1 efficiency should be added, because it would give a purpose to use the pickaxe instead of having another one that doesnt have explosive.

Disabling explosive lets you carry 1 pickaxe instead of 2. That's the only purpose of disabling explosive.

There's no passive benefit, the benefit is getting to mine multiple blocks at once when you choose to enable it.
