You can currently go as low as y50. In some places, y50 is plenty low to stay hidden from enemies while using a train. Y30 is really deep for a subway. In most places that I have tested (over land), y50 is fully under the Earth's surface and is pretty much a subway. The only exception is when you go under lakes and oceans. If anything, I think it should be lowered no lower than y40. This is because at y40, you can go straight under lakes without sand falling and making it a pain to dig.
