There are simply some towns that are either too poor to afford a plunder or hide the cash. End result? U get 200$ of plunder and they reclaim their town when they get the cash. After reclaiming their town they're free from occupiation.
Can this not be the case? Sieges already feel useless enough but when you plunder a town as punishment and after it they're allowed to be unoccupied its stupid. It's almost as if the siege never happened. I know they may not be able to afford plunder but whats the point if they can just keep reclaiming the town and be free? I'd lije for towns that fall to ruin due to plunder but get reclaimed to be reoccupied by the nation that sieged them,or the occupiation remains an alternative after ruining and reclaiming. Either would be good enough to fix this occupiation evasion trick.
