Due to some reasons, the cobblestone from the igneous processor is been removed atleast please add potency and explosive runes to be kept in one pick and they can be functional like the gravel will drop when we mine with that pick

Granting the ability to use both Explosive and Potency will grant like you said the ability to mass produce gravel using Overworld massive storage of stone. That would incentivate creation of even more mass mining line. Beside, cobblestone was only removed because of an exploit which was fixed. The block will be reintroduced in the Igneous Processor next restart.
