Add /scuttle to Nations Back

Pretty self-explanatory one - add the /scuttle command from the movecraft server (instantly sinks your craft) to the nations server.

to stop new players from being trolled make the command have to be entered twice with a warning showing that your craft will be destroyed if you execute the command

This can be misused for example if you scuttle it next to a other movecraft it will also get damaged/sunk

it would also keep siege regions cleaner and prevent enemies from capturing your ships

Panda, if you may recall, that command was already implemented in the past. However, Zaify removed it due to the fact it often broke (causing a piloted craft, not necessarily the same one, to sink long after the command being used) as well as the fact it was used mainly to grief the map and create wreckage.

this was removed due to me scuttling around 10 tanks on humik's landing craft back in october 2021, don't think it will ever be readded :skull:
