Decrease the max height trains can go at. Trains are already unused over long distances (ignoring europe), with most people using zeps. If you decrease the max height of trains, from y50 to something like y40, it can at least go under shallow oceans without sand constantly falling on the tunnel. This will increase the usage of trains. Furthermore, I cant see any reasons why trains cant go deeper.

If trains are allowed to operate at even lower depths, they'll be able to travel under oceans. Even if they couldn't, land transport would still be reduced to ferrying dozens of dubs through deep, underground tunnels. There would be no room for piracy or interceptions. I get that's what people want for the sake of convenience, but trains are only intended to be used on land or slightly under it for subways. Not deep underground, not in the sky.
