-NonPvpers will have a greater chance of killing the PvPer when in numbers, giving them the advantage because the pvper isn't going to expect it.
-The 15% melee dmg buff isnt big. It only decreases the number of hits you need to kill someone by 1-2.
-"If the difference isn't that much, why should we add it in the first place?"- Well, this buff will account for all the hits that are lost to lag/tps or "unregistered hits", which will mean the damage output would be the same as on a server with normal tps/lag. "The server is 20 tps ", this doesn't account for the frequent lag spikes, as well as the increased ping for all players, Asian players typically get 200-300 ping in wars + NA players get 100-200, Which would mean its' extremely difficult for both non-pvpers and pvpers to land hits against laggers, and although hits wont go through the 15% will negate all the unregistered ones.
-Yes it increases the skill gap, but only by a small amount, and since the skill gap in ccnet is already very low due to the guns and kb1 pvp, and gank meta makes a very small difference.
-Non pvpers, shouldn't take part in discussions that don't concern them, and it would be more beneficial to the health of the server if they would listen to the pvper community instead who knows what works and what doesn't. Rarely do non pvpers go to wars other than to gun spam as cannon fodder so they have very little war experience and they shouldn't take part in a fundamental decision like this one, as they don't have enough knowledge of the subject to make an accurate and trustworthy judgement.
