Waaaw i agree with rattly for the first time. Not only this would be nerfing sky towers but also gives a 30s combat tag so players on the fort cant keep rebuilding cannons when tagged.

This would prevent, or at the very least require people to be serious about building their sky towers, in which case you can require land based arty to have its own movecraft type, including specific building/operation requirements.
