Worded that horribly, I ment to say they will bypass the risk of getting sieged and still be able to make and do things only unpeaceful towns can do.

yeah one big thing i think ppl can do is make an unpeaceful siege base for a town so u can brew a bunch of pots, then make it peaceful before the truce ends. instead of just completely stopping all unpeaceful towns from being made, maybe just make it publicly illegal. it's pretty obvious if a town is a siege base, so it'd be easy to stop imo
