Just as claiming waterways was a convoluted subject for a while until the rules directly addressed them, the rules regarding what is and isn't allowed in terms of claiming, building and griefing railways have always been pretty speculative IMO. The addition of a section to the rules would do a great deed for preventing a "he-said, she-said" situation with admins and generally clear up any issues regarding trains amongst the player base.
