So to clarify, I want a change more so towards making ship design theft illegal on the basis that ship technology doesnt matter as much. But builders should be protected from having their intellectual property, the art in their ships, stolen and mass reprinted. Because someone doesnt like building their own ships.
I didnt want to add what I think should be done on it as I think that should be largely up to staff. But guess I have too with this comment.

do you mean making a rule preventing people from reproducing stolen ship designs, and would it extend to ships that were stolen and sold to others as well as ships the original designer sells themselves? also how would it work regarding nation members/allies that might get ahold of a designers ships and make more and potentially sell them against the original designer's will, as well as who counts as the owner of the design? all people who had a part in it or just the person logged as building it on the server for the first time, or does an entire town or nation or ally group get the rights to the ship design

The last oreo, yes I mean any and all reproduction of captured ships. Or ships not build by you in general. On a former server I played on this was a great addition and was extremely easy to moderate.

We have already altered Global Rule 1.1 to ban the use of schematic mods to steal designs, and adding this would make it significantly harder to govern ship designs (we don't have the time to investigate every time someone accuses someone of stealing their IP). If i'm being completely honest, the like to dislike ratio speaks for itself, and the fact that in N1 and most of N2 nobody has suggested this, it's pretty clear that it's not a very supported idea, especially when piracy is a key feature of Nations. If somebody copies your ship designs from just screenshots, then fair play to them, they went through all that effort to make your ship, so clearly it's a good design, perhaps selling your ships would be a better idea?

Shadowevil, it's very easy to check ship designs. All you need to know is this is the original owner of the design this one is clearly stolen. And also I'm not saying make piracy illegal just mass reprinting of pirated ships. Because even irl they needed blueprints of the ship to do that.
