Why can't spawners be used in peaceful towns?

The pointless restriction is choking the server.

He's 100% correct. How can you play this server without spawners? If there was crop XP, this would be ok. There isn't.

At least let peaceful towns use spawners with reduced efficiency. Remove the drops. Make the mobs spawn less often. Lower the XP for all I care. It can't carry on like this.
